|Other Abstract||Regional logistics research belongs to the category of human geography, economic geography, logistics and transportation. Achievements on spatial structure of regional logistics are few. The present study aimed to investigate the logistics spatial characteristics and optimization proposals in China Silk Road Economic Zone, study the urban logistics spatial characteristics and logistics development orientation of main node city in Xinjiang using regional spatial structure method and empirical analysis method. In the end, suggestions of spatial structure optimization and countermeasures of logistics development were put forward.
We built index system of the regional logistics development level from five aspects of economic development level, logistics demand, logistics industry scale, information level and infrastructure construction. Then we studied regional logistics and urban logistics spatial characteristics and optimization in Silk Road Economic Zone and Xinjiang using the factor analysis, the gravity model, location quotient and Gini coefficient. At last, development countermeasures of urban logistics in Xinjiang were put forward in the construction process of the core of Silk Road Economic Zone. The results showed:
(1) The differences of developmental levels in different regions in Silk Road Economic Zone were great. The spatial distributions in the east, middle and west zones were distinctive and strongly correlated with economic development. The spatial distributions of regional logistics presented a pattern of multicenter hierarchical diffusion and the logistics nodes appeared strong gradient relationships. Regional logistics distributions were relatively concentrated and agglomeration trends change from strong to weak. Spatial agglomeration effect and dispersion effect made differences of agglomeration degree between provinces expand. The contact intensity of regional logistics is significantly enhanced and an integrated network has formed. We should take full use of the comparative advantage, carried out a more proactive opening-up strategy, strengthened cooperation in the construction of China Silk Road Economic Zone. (2) Logistics development level of Urumqi, Kashi and Yili were higher in Xinjiang and they were the most important international logistics trade channel of Xinjiang. Main problems of logistics development in Urumqi are unreasonable layout and high cost, vague function and low specialization degree, fuzzy node hierarchy and low network level, undeserved urban road design and poor traffic conditions. The modern logistics network in Xinjiang can be divided into three levels. Spatial structure of urban logistics in Xinjiang should be “One pole, two nuclear”. One pole is urban agglomeration of Urumqi- Changji-Shihezi. Two nuclear are Huorguos and Kashi. During the construction of core area in Silk-road Economic Zone, we can adopt different development model in different urban logistics node city of Xinjiang, and build a three-level urban logistics system. Urumqi, Kasha and Yili should be constructed as the international logistics center city. Urumqi will be constructed as an international logistics center city. Kasha and Yili will be constructed as a regional logistics center city facing the west Asia, South Asia, central Asia and Europe. The other node cities will be constructed as logistics center city.
(3)In order to involve in the construction of regional logistics in the Silk-road Economic Zone, Xinjiang should accelerate special study of logistics industry and strengthen the construction of logistics infrastructure, speed up the perfect modern logistics system, strengthen organization and leadership and perfect the policy support system, strengthen the effective connection in any mode of transport, promote the construction of logistics carrier, develop the logistics personnel training actively.|
